Regional Raritan River resilience study outlines waterfront options for South River, project runs through March 2025

The Borough of South River Planning Board on Aug. 20 heard a presentation on a federally funded regional resilience study led by Arcadis with design partner SCAPE and a community-based organization, the YMCA. Planner Todd Bletcher introduced the study, saying it was initiated by the New Jersey Department of Environmental Protection to develop a regional plan for communities along the Raritan River watershed. "This project will end March 2025," the board was told.
Presenters described a framework for waterfront zones and future opportunities for flood resilience and public access. Vicki Chou, representing Arcadis, outlined the study partners and scope; SCAPE team members Sera Tolgay, Pippa Brashear and Maria Palomares reviewed site visits and planning approaches intended to inform what could be proposed for local waterfront zones. The presenters said the study covers seven coastal towns: South River, Woodbridge, Carteret, Perth Amboy, South Amboy, Sayreville and Old Bridge.
Board members and residents asked questions about next steps and local involvement. Bletcher said the study will provide information that could inform waterfront zoning and redevelopment options and that staff has been working with the consultant team for months. Project partners said they are coordinating with NJDEP and local officials on outreach and technical work through the March 2025 project end date.
