Commissioners approve Aurelion AI non-emergency call-answering contract pending legal review

Delaware County commissioners voted Aug. 3 to approve a master services agreement with Aurelion, a private vendor offering AI-based handling of non-emergency calls for dispatch centers, but conditioned the approval on legal review and successful negotiation of contract terms.
The presenter told commissioners Aurelion’s system will answer non-emergency calls (not 911), integrate with the county’s CAD system and automatically transfer callers to a dispatcher on request. “It is…a good system, and we’re confident after the demonstration and conversations that this will be something that will improve the workload on the dispatch staff,” the presenter said. He disclosed the annual cost stated in the contract as $85,000 and noted the company was holding that price for three years with an automatic renewal provision.
County counsel and a commissioner raised legal concerns, specifically an indemnification clause limiting vendor liability to gross negligence or willful misconduct, dispute-resolution clauses that designate an out-of-state jurisdiction, and automatic-renewal language with a 7% year-over-year increase after the initial three-year hold. Counsel recommended legal review and, where necessary, negotiation of those clauses before final execution. The board approved a motion to allow the chair (or designee) to sign the Aurelion agreement pending legal review and successful negotiation (roll call: Commissioner Henry: yes; Commissioner Brand: yes; Commissioner Reagan: yes).
