The board hearing included a detailed breakdown of taxable value and debt. A staff presenter told the board the district's certified taxable value was roughly $3,500,000,000, an increase of about $114,000,000 from the prior year, and that a recent $160,000,000 bond had been added to the district's debt load. The presenter said the combined maintenance & operations and interest & sinking (I&S) components produced a proposed rate of 0.9481. "We're only gonna see 1.0017 of an increase, not the penny that we were anticipating," the presenter said when describing the homeowner impact.
Trustees discussed the no-new-revenue (MNO) calculation and asked staff to verify the MNO numbers provided by the appraisal district before finalizing the resolution. A trustee moved to adopt the 0.9481 rate, another trustee seconded the motion, and the board approved it by voice vote. Board members noted that the statutory notice language requires a percent-change disclosure (the motion referenced a 12.55% figure per legislative formula) even though the district said the practical effect on typical homeowners would be a small fraction of a penny because of rising property values and exemptions.
Why it matters: The board's decision sets the district's levy for the coming year and funds operations and bond debt service. District staff said the rate reflects both bond-related debt service and significant increases in certified property values from the Hidalgo County appraisal district, which mitigate the visible tax-rate change on individual bills.
