Winnsboro ISD board holds public hearing on 2024–25 academic performance report

The Winnsboro Independent School District Board of Trustees convened a special meeting on Feb. 18, 2026. President Brandon Green called the meeting to order at 5:15 p.m. in the Winnsboro Memorial Intermediate School cafeteria and "stated there is a quorum present and that this meeting was duly called and notice has been posted in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551." Approximately 38 guests attended.
A public hearing was held to review the district's 2024–2025 Texas Annual Academic Performance Report (TAPR). Leigh Ann Chilton presented the TAPR, "reviewing the required reporting aspects of the report," according to the meeting record. The board noted there was not a request to address the board or Mrs. Chilton concerning the TAPR. The meeting included an invocation by board member Billy Saucier and the pledge to the flag and was adjourned at 5:23 p.m., with minutes certified by President Brandon Green and Secretary Kristie Amason.
The TAPR is an annual statutory report on district performance required by state law; the hearing provided the public reporting required by the Texas Open Meetings Act and education accountability rules. The board did not take any formal votes or direct staff to take further action on the TAPR during this special session.
