City approves $132.6 million contract for Crest Avenue wastewater plant upgrades

The Winter Garden City Commission approved a construction contract with Wharton-Smith, Inc. on Jan. 9, 2025 for the Crest Avenue Wastewater Treatment Plant upgrades, adopting Guaranteed Maximum Price packages 1 and 2 that total $132,637,770.
City Engineer Jim Monahan told commissioners the Wharton-Smith CMAR team evaluated multiple bid submittals across construction categories and that the contract defines roles and responsibilities for completing the upgrades. Staff recommended award to Wharton-Smith, Inc. Commissioner Lisa L. Bennett moved to approve the contract; Commissioner Colin Sharman seconded and the motion carried 5-0. The minutes record the contract amount as $132,637,770.
