Wink-Loving ISD trustees decline to adopt SB11 daily prayer resolution

The Wink-Loving ISD Board of Trustees voted unanimously Feb. 12 to decline adopting the statutory resolution created by Senate Bill 11 (89th Legislature) that would require districts to designate a daily period for prayer and reading of religious texts.
Superintendent Scotty Carman told trustees that the district already allows students to pray and read the Bible, and he recommended not adopting the statutory resolution that would designate a daily time on every campus. Trustee Melissa Halterman moved "to not approve the Resolution Regarding Senate Bill 11 as presented," Trustee Raymond Dodd seconded, and the motion passed unanimously.
The agenda background in the minutes notes that SB11 requires boards to take a record vote by March 1, 2026, to either adopt the statutory resolution to designate daily prayer time or to decline to establish such a daily period. The Wink-Loving ISD board chose the latter option at this meeting.
