The Tarkington ISD Board of Trustees voted Jan. 20, 2026 to decline adoption of the resolution tied to Senate Bill 11, which would authorize districts to designate a daily period for prayer and reading of religious texts under Texas Education Code §25.0823.
Superintendent Dr. Elna Davis presented the statutory requirements and the model resolution the district could adopt. After discussion, a motion by Kevin Johnson, seconded by Jason Ward, to decline adoption of the resolution passed by recorded vote (Yea: 6, Nay: 0, Absent: 1). The minutes state: "A motion was made to decline adoption of the Resolution regarding Senate Bill 11… This motion, made by Kevin Johnson and seconded by Jason Ward, Passed."
Because the resolution was not adopted, the district will not designate the daily prayer/reading period under SB11 at this time. The minutes note that state law requires a record vote by March 1, 2026 if a district chooses to adopt; the board declined to take that step during this meeting.
