District staff told the council that property tax is the primary funding source for capital builds and improvements and described a process to prioritize 'worst first' projects.
Todd Hauber said the district has "over $94 million in requested projects" compiled from administrator and maintenance requests and described a revised capital process and prioritization approach. Staff also outlined TNT procedural requirements the district must meet before proposing any property-tax increase, including public meeting statements about the approximate dollar amount and purpose of additional revenue, percentage changes for taxpayers, and a property tax impact schedule that details department-level budget impacts and operational consequences.
Hauber suggested schools and parent organizations pursue grants and fundraising for specific projects and noted some capital work could be advanced as pay-as-you-go if funds are available. The district materials urged staff to prepare the required schedules and public notices if a tentative budget includes a proposed tax rate change.
