Council approves new watermain easement and repeals PUD restrictions for 50 E. Loop Road redevelopment

The Wheaton City Council adopted Resolution R-2026-02 and later passed Ordinance O-2026-01 on Jan. 5 to clear conditions hindering redevelopment at 50 E. Loop Road, the property formerly occupied by Outback Steakhouse.
City Manager Michael Dzugan said the owner/developer (NNN Reit, LP) intends to redevelop the site into a nursery school. Staff reported the water main was constructed outside the originally recorded easement and that some restrictive covenants recorded with the Outback development were no longer needed; the resolution establishes a new watermain easement and the ordinance repeals portions of Ordinance No. E-3987 related to the Planned Unit Development and subdivision improvement agreement. Both actions carried by unanimous roll-call votes.
