Council adopts FY2026–27 CDBG/HOME annual action plan with small reallocation to Meals on Wheels

Community Development Director Tiffany McNair presented the draft FY2026–27 annual action plan and a CDAC list of recommended awards. She said the CDBG entitlement is $1,437,398 with $66,637.94 in reprogrammed funds, and described allocations across housing, public facilities, code enforcement, administrative costs and public services. "The CDBG entitlement for program year 2026 ... was $1,437,398," McNair told council as she walked through the budget slides.
Council questioned specific projects (mobile showers, sewer‑line blockage pilot, home repair versus galvanized pipe replacement) and sought clarifications about applicant eligibility and whether private‑side repairs can be reimbursed. After public comments from service providers and beneficiaries, Council Member Kimball moved and the council approved an ordinance adopting the plan with a modification: reduce the KPD homeless outreach team allocation to the CDAC recommendation and add $5,000 to Hill Country Meals on Wheels (motion passed after a roll‑call). Staff said, if adopted, the next step is to submit the plan to HUD and execute agreements starting Oct. 1 for FY2027.
