Whitehouse ISD board ratifies voter-approval tax rate after close Nov. 4 election

The Whitehouse Independent School District Board of Trustees met Nov. 13 at the Whitehouse ISD Education Support Center and approved an order canvassing the returns of the Nov. 4, 2025 voter-approval tax rate election. Trustee Holly Conaway moved to approve the canvass and Trustee Al Flanagan seconded; the motion passed with both trustees recorded as voting yea and five trustees absent.
"Motion made to approve an order canvassing the returns of a Voter-Approval Tax Rate Election held in the District on November 4, 2025," the minutes record. The canvass shows 1,915 votes in favor and 1,864 votes against. The district's order ratifies an ad valorem tax rate of $0.9649 per $100 valuation for the current year, which the district states will produce a 10.9256% increase in maintenance and operations tax revenue compared with the prior year — an estimated additional $2,469,482.
The formal board vote on the canvass was recorded as: Holly Conaway — Yea; Al Flanagan — Yea; Joe Conflitti, Nick Moss, Todd Raabe, Maegan Schneider, and Keidric Trimble — Absent. The board's roll call earlier in the meeting likewise listed Conaway and Flanagan present and the other five members absent. The meeting record also notes that the meeting notice was posted in accordance with the Texas Open Meetings Act, Government Code, Chapter 551.
