Presidio ISD board approves HB2 waiver application and $200/day summer PD stipend to support uncertified teachers

Trustees voted unanimously on Feb. 18 to apply for a Texas Education Agency waiver under HB 2 that would allow uncertified teachers to continue teaching while pursuing certification in 2026–27. Administrators said the waiver supports the district’s 'grow‑your‑own' efforts and P‑TAP apprenticeships.
The board also approved a proposed $200/day stipend plus per diem for out‑of‑town summer professional development, to be funded with Title I dollars. A district teacher survey of 40 respondents showed 31 would be more likely to attend summer PD if a stipend were provided, district staff said.
Staff updated trustees on certification pathways (UTPB Fast Track, Teachers of Tomorrow, TEA reciprocity for some out‑of‑state credentials including New Mexico and the Philippines) and said campus administrators have been tracking uncertified teachers’ progress. The waiver application will require teachers to continue working toward certification and the district said non‑teaching reassignments may be considered if progress is not made.
