Board approves starting RFP process to hire real-estate consultant to assess district property options

Business administrator Devin Daley told the board the district will issue an RFP to hire a real-estate consultant to evaluate district-owned properties and present options to maximize public value. Daley said the consultant should consider alternatives beyond outright sale—leasing, development partnerships or other revenue-generating uses—so the board can weigh options before making decisions about specific properties.
Daley said the RFP will be posted and staff plan to review proposals in early August so the board's July schedule remains available for other work. "We can do it as a consultant...or an actual developer saying this is what I could do," Daley said, adding the district prefers a neutral consultant at the outset to avoid a conflict of interest. Board members stressed the RFP should allow staff to compare options and assess costs, and they asked staff to return with parameters and estimated costs for the procurement.
