Commissioners waive purchasing rules, retain AECOM for PFAS work at former Negaunee airport

The Marquette County Board on July 21 voted unanimously to waive the county's comprehensive purchase policy and accept AECOM's proposal to lead a second-phase PFAS investigation and remediation at the former Negaunee airport site.
Airport Manager David Erhart told commissioners that AECOM prepared the comprehensive scope of work required by a new EGLE grant application and that "EGLE has already reviewed the proposal provided by AECOM and intends to approve the project with a fixed cost of $1,000,000." He said AECOM had assisted previous grant rounds and EGLE staff voiced support for retaining AECOM to preserve continuity and avoid redundant effort.
Erhart also told the board that the project is expected to be fully funded through the EGLE PFAS grant and that Marquette County's role will be to manage reporting and invoice submissions rather than to provide direct project funding. Commissioners approved the motion to waive the purchase policy and award the contract to AECOM (motion by Comm. LaLonde, second Comm. Alholm; vote 6-0).
The board recorded the action as an administrative contract award under grant conditions; staff will return with execution documents and reporting procedures required by EGLE.
