Manager outlines capital priorities: AV upgrades, sandbag machine, utility truck replacement

During the budget workshop, City Manager Kyle Riefler walked council through his capital-priority list and proposed several operational investments for FY2026–27. He asked the council to prioritize the 22nd Street bridge repair and the Belle Isle seawall replacement at the top of the list and then consider equipment and technology upgrades.
Riefler described an AV/video upgrade proposal from NWN and his sound technician to install a more reliable, largely wireless meeting-room system to improve remote viewers’ experience and reduce staff setup time. "We want something that’s just easy to use, and anybody could set it up," he said.
On emergency equipment, Riefler proposed buying a sandbagging machine (approx. $25,000) and storage containers (approx. $77,000) to increase production capacity; he said the machine could produce roughly five times the current output with a three-person crew. Riefler also recommended replacing a long-serviced F-250 work truck and preferring a crew cab to carry crews and tools; he described the current truck as corroded and increasingly nonfunctional. Council supported prioritizing those items after the major structural needs are addressed.
