Inspection calls for immediate replacement of Belle Isle seawall; staff recommends bidding three walls together

City Manager Kyle Riefler told the council Jay Foster Consulting inspected five older concrete seawalls (2nd St., 20th St., 25th St., Belle Isle Park, Hibiscus Park) with videos and photos. He said the Belle Isle seawall "is actually in the worst shape of those five" and recommended scheduling it for the earliest replacement; his remarks noted a cost estimate of about $300,000 for Belle Isle compared with about $125,000 for 20th Street.
Riefler recommended bidding replacement of the three worst walls together to test whether linear-foot pricing or combined mobilization would yield savings, while acknowledging contractors may quote similar unit prices because the work volume is small in each park. He placed the Belle Isle seawall near the top of staff’s capital-priority list and said he would adjust seawall savings and bidding timelines accordingly.
Council members asked about alternative materials and cap heights; one member suggested requesting alternate bids (for example, HDPE or vinyl options) and comparing lifespan and costs. Riefler said he would check material alternatives and consider higher cap options where warranted. The council directed staff to prepare bidding options and to include the seawall work in the capital plan.
