Work authorization #9 was presented as a lump-sum design authorization of $47,024 to quantify project areas and produce permit-ready drawings; staff said FEMA will need reasonably final plans before an environmental assessment can proceed and that EHP review often requires 6–12 months (S6, S4).
Board members discussed balancing readiness with coordination: staff recommended producing a comprehensive plan now so the district can respond quickly if FEMA or grant funding becomes available, while retaining flexibility to remove elements already scheduled or completed by AIPCA. "They told us in order to move forward, they need specifics on the project — what we're going to do and how it will be done," staff said. The board moved and approved the planning authorization and asked staff to coordinate with AIPCA and county project managers.
