Wink-Loving ISD trustees on Dec. 15 approved the Guaranteed Maximum Price (GMP) from Tienert Construction for civil site work on the east side of the baseball/softball and track and field area. The board recorded that the construction budget for the work is funded from dedicated 2025 bond funds.
The board packet and staff recommendation said Tienert, selected earlier as construction manager-at-risk, submitted the GMP after reviewing subcontract bids and scope; the GMP includes construction period services and general conditions per the contract, while the preconstruction fee will be billed separately. Trustee Carrie Purcell moved to approve the GMP; Trustee Jerome Dewberry seconded and the motion passed with a unanimous vote.
Board materials noted WRA and district staff had reviewed cost breakdowns and clarified items as necessary before the motion. The minutes do not publish the dollar total of the GMP in the public record excerpt; the board record indicates the project team reviewed subcontractor reputation, materials quality, and scope prior to recommendation.
The district stated the funds will come from the district's 2025 bond allocation, and that preconstruction fees are not included in the GMP contract figure.
