WOCCISD approves NELC Head Start grant applications and interagency agreement

The WEST ORANGE-COVE CISD Board approved a bundle of action items related to the North Early Learning Center (NELC) Head Start baseline grant on April 27, 2026. Trustees voted 7–0 to approve the SF-424, SF-424B, an interagency agreement, and the Board Approval Agenda for the NELC baseline grant. The motion was made by Trustee Linda Platt Bryant and seconded by Trustee Tommy Wilson Sr.
District staff had presented the Head Start application components earlier in the meeting, including the funding guidance letter, budget justification, program goals, organizational chart, SF-424A and related application documents. The board’s approval authorizes district staff to file the listed documents and proceed with the application process as presented to trustees.
