Rockdale ISD board says budget cannot cover SB 546 seatbelt costs, authorizes TEA report

The Rockdale ISD Board of Trustees voted April 20 to determine that the district’s budget is insufficient to cover the cost of purchasing new buses or retrofitting existing buses with three-point seat belts as required by Senate Bill 546 from the 89th Legislative Session, and authorized submission of the statutorily required report to the Texas Education Agency.
The motion, made by Trustee Amy Casas and seconded by Vice President Jason Barcak, was recorded as: "the Board determined that Rockdale ISD’s budget is insufficient to cover the cost of purchasing new buses or retrofitting existing buses with three-point seat belts, including associated labor and service, and authorize submission of the required report to the Texas Education Agency in accordance with Senate Bill 546." Motion carried 7–0.
Earlier in the meeting Transportation Director Robert Hunter provided a report on the district’s bus fleet, daily routes and average ridership, and Assistant Superintendent Tiffany Whitsel outlined considerations and cost factors for retrofitting versus purchasing new buses. The board did not approve a procurement at this meeting; the action was limited to the required finding and report authorization.
