Town hears plan to remove two underground fuel tanks; soil testing and IDEM closure required

Prime AE outlined Task Order 8 for removal of two underground storage tanks behind City Hall and at the wastewater treatment plant. Cliff Carter of Prime AE said the task order covers surveying, coordination, design and construction administration; a geotechnical subcontract with Atlas will perform soil sampling required for IDEM closure reporting.
"One of the tanks behind City Hall is estimated to be a 4,000 gallon gasoline fuel tank, and then the storage tank at the wastewater treatment plant is estimated to be 1000 gallon diesel tank," Cliff Carter said. He noted IDEM requires advance notices (30‑day notice of closure and a 14‑day notice to fire marshals) and that the physical removal will be bid separately; the task order covers the town’s professional services and the closure report preparation.
Council members asked about soil sampling and environmental testing; Cliff confirmed Atlas will provide soil testing and the results will be included in the IDEM closure report. Staff said the task order’s professional fees cover survey, construction documents and testing coordination, while actual tank removal will be procured as a separate contract and priced through bidding.
