Town approves Prime AE contract to administer IFA‑funded Sunflower Valley water work

The Town of Sellersburg voted July 27 to approve a professional services agreement with Prime AE for construction‑phase engineering and inspection on the Sunflower Valley water construction project, which is fully funded by the Indiana Finance Authority (IFA). Andrew, the town’s engineer of record, told the council the project is out to bid and scheduled for a bid opening on Aug. 24.
"This contract is for professional engineering services during construction and inspection of that work," Andrew said, adding that the state has funded the work and the town will administer agreements and then be reimbursed by IFA. The council approved the motion by voice vote.
The Sunflower Valley utility previously operated as a private water utility; IFA, the Indiana Department of Environmental Management and the attorney general’s office were involved in the receivership and the state offered to replace infrastructure before Sellersburg would accept the system. Andrew said the town expects to advertise for related bids again on Aug. 7 and target a late‑2026 bid advertisement for a new raw water main to provide redundancy.
Council members noted that the town is acting as the contract holder so the IFA can disburse funds to the municipal account and reimburse pay applications. The council’s approval does not commit local funding for construction; staff said IFA will cover construction costs and reimburse the town.
