Board reviews redevelopment amendment for 55 Main St.; members raise parking and security concerns

Attorney Thomas Barlow and planner Todd Bletcher briefed the Planning Board Sept. 17 on Ordinance 2024-42, an amendment for Sub-Area 151 (the former PNC Bank site at 55 Main Street) that would permit a four-story building up to 54 feet and requires a set of developer improvements. The ordinance had a first reading at the Borough Council on Sept. 9 and was presented to the Planning Board for consistency review relative to the Master Plan.
Board members questioned the site's proximity to the Police Station and whether security and access issues had been adequately addressed. Mayor Peter Guindi said outside agencies, including Homeland Security, "responded with concerns for access to the Police cars and Officers' personal cars." The redeveloper told the borough they would erect a security fence around the Police lot; the project proposes 45 two‑bedroom units and 45 required RSIS parking spaces, while additional parking to meet total demand remains unresolved. After public comment about parking, the board voted to ask Mr. Barlow to respond favorably to Ordinance 2024-42 back to the Council; the motion passed with Almeida, Byrne, Giannakopoulos, Hare and Zammit in favor and Guindi and Wilk recorded as abstentions.
