The Royal Independent School District Board of Trustees met Oct. 28, 2025 at the Royal Administration Building. President Scott Hartman declared a quorum present and called the meeting to order at 4:30 p.m.
Attendance as recorded in the minutes: Elton Foster (present), Scott Hartman (present), Rose Jones (absent), Jimmy Meader (present), Traci Seward (present), Cori Vahalik (present) and Melissa Woods (present). School personnel Gracie Espinoza and a member of the public, Jeff Hurd, were listed as present. The minutes certify that public notice requirements under Texas Government Code Section 551.041 Subchapter C were met.
Key actions recorded in the minutes: Trustees approved a motion authorizing the superintendent to execute added scope to Bond 2023 for replacement of the roof at Royal Elementary School (moved by Trustee Cori Vahalik; seconded by Trustee Jimmy Meader). Trustees also voted to table a resolution concerning the Waller County Appraisal District’s proposed purchase and renovation of a headquarters building (moved by Trustee Cori Vahalik; seconded by Trustee Melissa Woods). All recorded votes on both motions were unanimous in favor.
