Royal ISD approves Construction Manager at Risk for new high school, directs selection process

The Royal Independent School District Board adopted Construction Manager at Risk (CMAR) as the construction delivery method for the district's new high school bond project. The motion, moved by Elton Foster and seconded by Traci Seward, passed with five votes in favor.
The board also authorized the superintendent or designee to develop selection criteria and methodology, conduct a bid/selection process, and present a recommended CMAR for board approval. President Scott Hartman said the goal is "to stay focused on the timeline to open the new campus Fall of 2028."
