Council adopts new signals and turn restrictions as part of traffic-safety package

The City Council unanimously adopted a set of traffic ordinances aimed at improving intersections and traffic flow. Ordinance No. 6248 establishes new traffic-control signals at Third Avenue & South Street/South Reid Street and at Grove Street & West End Place per an as-built plan dated Jan. 23, 2026. Ordinance No. 6249 amends the 'No Left Turns' schedule to add prohibited left-turn movements approaching Reid Street from East Grand Street, and Ordinance No. 6250 creates a 'Through Movements Prohibited' designation at Reid Street and East Grand Street for northbound and southbound through movements.
Councilman William Gallman said he is hopeful that removing left-turns "will alleviate accidents at this intersection." The ordinances reference compliance with the Manual on Uniform Traffic Control Devices and assign administration and enforcement to the Police Department; each ordinance passed 5-0. The as-built plans and signal designs will be kept on file with the City Engineer's office and the ordinances become effective 20 days after mayoral approval.
Why it matters: These measures change vehicle movement at an intersection used by drivers and pedestrians and include installation of signals at two additional intersections. The council cited safety and operational conformity with state traffic manuals. Residents near affected intersections may see signage changes and new signal timing in coming months.
