City Council adopted Ordinance No. 6247 on final passage to grant Summit Drilling, LLC a right-of-way encroachment permit to install two groundwater monitoring wells in the grass section of the sidewalk near 748 and 750 Thomas Street. The council recorded a unanimous vote in favor (Gonzalez, Cedeno, Gallman, Mazza, Grova). The Division of Engineering recommended approval subject to a two-year permit bond of $3,000 ($1,500 per well) and yearly insurance until the wells are properly abandoned.
The ordinance cites environmental investigation activities related to the former Simmons Manufacturing Company facility at 2525 Brunswick Avenue in Linden and states that AECOM Technical Services is performing the work; AECOM had sought the wells to support that investigation. The ordinance requires the applicant to notify affected property owners before work begins and keeps plans and application package on file with the Division of Engineering.
Why it matters: The permit facilitates off-site monitoring tied to a remediation/investigation effort at a nearby contaminated site; the bonding and insurance conditions are intended to protect the city and nearby residents. The council adopted the ordinance by roll call and instructed staff to hold the bond and insurance on file prior to permit issuance.
