The Royal Independent School District Board of Trustees entered executive session at 9:57 p.m. under Texas Government Code sections cited in the agenda to consult with counsel regarding pending litigation (including EEOC Charge No. 460-2023-00110), to deliberate personnel matters including a proposed mid-contract termination and suspension without pay of Isreal Chandler, to review the district vulnerability assessment and security audits, and to discuss purchase, exchange or value of real property.
The board returned to open session at 11:01 p.m. and approved employee contracts as recommended by administration. Trustee Cori Vahalik moved to approve employee contracts and Trustee Rose Jones seconded; the motion passed 6–0. The minutes record the topics discussed in executive session but do not include deliberations or the text of any personnel recommendations discussed in closed session, in keeping with executive session confidentiality rules. The approved employee contracts are recorded in open-session action.
