Council approves annexation and Business Park zoning for 34.46‑acre tract near Round Top and Happy Jack

Mayor Collins read the ordinance and told the chamber the annexation is an owner-requested action intended to create a staging area for construction. A resident, Kay McAdams, asked whether the parcel is contiguous or would create a small, noncontiguous “keyhole” annexation; she said she did not want neighboring land to be later wrapped in by a narrow annexation corridor. “I just have a couple questions about this 34 acres… Is it just a little keyhole that you're gonna annex the next set for Round Top?” she asked.
Council members and staff said the tract has no contiguity to the Cox Ranch and that the zoning step is required by state law when property is annexed. The Public Services Committee recommended approval; the council approved both the annexation and the zoning ordinance on second reading, with Mister Moody voting no.
