The Scottsbluff Public Schools Board voted to add an executive director of human resources to the administrator negotiated agreement, with the new position scheduled to begin July 1, 2026. Administration said the role would centralize human-resources functions, support recruitment and retention, and provide clearer points of contact for employees.
"This position will not start until 07/01/2026," Administrator Mary Anne said, explaining the district plans to fund the first year with competitive grant dollars and to reorganize positions in 2027–28 so the long-term cost is reduced. She told the board the district estimates a $40,000 savings after the reorganization is complete.
In response to board questions, administration said it had met with three bargaining groups and received support from the SEA executive board and SEA president, whom staff identified as Ann Schmoll. Mary Anne described a transition plan to move duties from other central-office positions into the new role and said the change would aim to avoid increasing local fund expenditures in 2026–27.
A member of the public urged caution in creating a long-term, higher-salary position, saying the district should weigh opportunity costs against direct classroom investments. "Creating a $100,000 position is essentially, you know, call it a 20 ish year decision," the resident said during public comment.
Motion: Polk moved to add the position, Merrigan seconded. The board voted to approve the addition as presented. The administration will return to the board with implementation details as the hiring timeline approaches.
