Randolph Field ISD board adopts balanced $23 million budget with teacher raises tied to HB2

Chief Financial Officer Lorrie Remick presented the proposal, describing the teacher schedule changes required under HB2: "teachers with 3-5 years of service at $4,000 and teachers with more than 5 years at $8,000," and a 4% pay raise for other employees. Remick said the budget as presented is balanced and would be adjusted and returned to the board if HB2 is not signed into law.
Trustee Robert Bornhauser moved to adopt the proposed 2025–26 budget; Trustee Patrick Luna seconded. "Motion carried 3-0," the minutes record, and the board approved the budget at the meeting.
The approved budget also contains contingencies tied to the state legislative outcome. The board was briefed that, if HB2 is not enacted, the administration would instead apply a 4% across-the-board midpoint raise and present a revised budget to the board for approval.
The action is recorded as a formal motion (mover: Robert Bornhauser; second: Patrick Luna) and is reflected in the board minutes for the June 3 meeting. The district will proceed with implementation consistent with statute and state funding availability.
