Comal County Commissioners Court approved a line-item transfer from contingency to software subscription to fund years two through five of a digital evidence management system subscription.
Ms. Spieth explained the project and said contract negotiations revealed the vendor required upfront payment for the multi-year subscription, so the county is requesting additional funds to cover years 2'025 through 2029 (as read). She told commissioners the procurement includes out clauses in the contract so the county could terminate under specified conditions. A commissioner asked whether funds would return to the county if the contract were terminated; Ms. Spieth replied, "I believe so. Yes, sir. We have out clauses in there..." and noted legal would assist in drafting the contract safeguards.
Commissioners moved and seconded approval and carried the motion by voice vote. The transcript records the vendor name as read ('Subida') and the request as a funding transfer from contingency to the software subscription line item to complete the project for the approved 2025 budget.
