Council adopts ordinance separating waterline loans from rebate program

Deputy Public Works Director Logan McGinnis presented the staff report and described the proposed code changes as a cleanup: rebates would be separated from loan programs so property owners could receive rebates without taking a loan. "A rebate is basically an encouragement... if you agree to replace a portion of your service line, then we give you a rebate to try to get more folks to do these more full replacements," McGinnis said.
Councilor Nugent moved the ordinance amendments to chapters 3.17 and 3.18 and to establish chapter 3.15 for the water service line replacement rebate program. The public hearing saw no public testimony and the council adopted the ordinances in a unanimous roll‑call vote. Staff said the change clarifies eligibility, application documents and allows the utility services appeals committee to grant exceptions.
