Mark Holloway said a new enforcement regime requires people to follow rules but acknowledged enforcement logistics could be difficult. Tony Musso recommended implementing the rule next year, arguing it would be hard to hold vendors accountable on short notice.
Council members agreed to continue discussing the license and suggested staff refine the language and enforcement approach before activation. No formal motion or vote was recorded at the work session.
