The borough approved a partial payment to Shiloh Paving of $212,995 with a 5% retainage of $17,335 for work on the W. Broadway wall and adjacent lot, following a motion and second by council members. Engineer Jeff Shue told council the final inspection is not complete and that he will note four paving cracks he observed that may be related to missing control joints.
Separately, council reviewed park improvement bids and voted to award the contract to Restuccia as the lowest bidder. Council discussed using COSTARS for procurement efficiency and agreed to allow change orders to cover additional pathway work funded by available overages. The motions to pay Shiloh and to award Restuccia carried unanimously.
