Southern Educational Services Cooperative offers policy platform; board to review before adoption

Jason Butcher, chief administrator for the Southern Educational Services Cooperative, presented a two-part policy-and-procedure product that the SCSC has developed. He told the board Mercer County helped determine platform specifications and that the SCSC will provide Mercer County free access "as long as I am the director of the SCSC."

Butcher described the platform’s capacity to house county policies, allow the SCSC to manage or the county to edit policies in real time and to distribute Title IX-related updates via a retained attorney. Board members asked how the new document differed from the county’s existing language; Butcher and trustees said the recommendation was to consider a workshop and staged review (first reading, comment period, second reading) before formal adoption.

Trustees raised concerns about whether procedures would be included and how the county would transition from existing policy wording to the proposed format. Several members suggested reviewing sections in small chunks rather than a single omnibus vote; the superintendent and Butcher both recommended that any changes be taken up in a board workshop to allow legal review and member feedback.

The presentation did not include an immediate vote; administration committed to returning the proposed manual sections in redline form for a first reading and to coordinating a workshop that would include project leads for Q&A.
