FinCom hears Dukes County Health and Human Services reorganization and Veterans Services allocation

Dukes County Manager Martina Thornton presented a restructured county Health and Human Services department combining Health Care Access and Public Benefits Access, with a FY27 request to the towns of $141,185 (up 18.97%). Thornton introduced new Director Diane Conroy-LaCivita and cited increased costs from COLAs, health insurance rate changes, cyber insurance and a request for 17 additional staff hours to meet demand. The county asked that its Health and Human Services request remain part of the Tisbury budget for FY27.
On Veterans Services, Treasurer Juliet Mulinare noted that state law requires a Veterans Services director and that the department’s line should be allocated by the county formula; the Veterans Services request is $21,226 (up 13.79%) for COLA and retirement allocations. The county also reported an $80,000 Martha’s Vineyard Hospital contract originally covering patient financial services that MVH later filled internally but continued to pay under contract.
