Planning & Zoning: possible Zarfoss mixed-use purchase, Farmer's Market progress, Dustin Werner introduced

Evan Hiester, reporting for Planning, Zoning & Economic Development, said there will be a recommendation on a transient retail merchant license for the Street Fair at the May 2025 meeting and that Jordan may be purchasing the Zarfoss building with a variance on parking. Hiester said he supports mixed-use with apartments on upper levels and businesses on the first level, and Mayor/others cautioned about repeating past parking shortfalls such as those on Franklin Street.
Hiester also said the Farmer's Market has four committed applications, six verbal commitments and 2–3 local farms potentially interested but that insurance requirements remain a concern; the solicitor is reviewing the insurance requirement. The council introduced Dustin Werner for appointment to the Economic Committee and discussed partnering with local businesses for walking tours.
