Boston College policy change could displace kindergarten at Connors Center; Dover seeks waiver

Director Mark Ghiloni told the commission that Boston College informed staff of a new “Protection of Minors” policy requiring all participants on BC property to be at least seven years old. The notice arrived on the first day of summer registration and conflicts with existing programming at other BC properties that include younger children; Parks & Recreation has requested a waiver or grandfathering for this summer while BC reviews implementation details.
Ghiloni said insurance requirements associated with BC locations may increase from $3 million to $5 million, which the Town can meet. If younger participants are barred from BC, the commission discussed relocating kindergarten programming to the Community Center (gym and outdoor play, snack in the Community Room) and running grades 1–5 at the Connors Center, a plan that would require two separate staff teams. The Board of Health has confirmed the Community Center can be licensed for camp use.
