Commissioners back $9.5 million state request to fund operations for county mental-health observation unit

The Comal County Commissioners Court approved Resolution 202,512 to support a joint legislative request by Senator Donna Campbell and Representative Carrie Isaac seeking $9.5 million for operational costs of the county’s Extended Observation Unit for fiscal years 2026–27. The judge said the county used American Rescue Plan Act funding to build the facility and is pursuing state funds for operating costs.
"We are using American Rescue Plan Act funding to build a mental health treatment facility," the presiding official said, and county staff noted that Hill Country Mental Health and Developmental Disabilities Centers are being considered to operate the unit. The resolution will be provided to legislators and to conference committee members as the House and Senate work through budget differences.
