Council upholds MPC approval for Linwood Avenue multi-tenant development over neighborhood objections

The Shreveport City Council voted to uphold the Metropolitan Planning Commission's approval of a proposed multi-tenant market and convenience store at the southwest corner of Linwood Avenue and Highway 3132, denying an appeal filed by Angela Washington and other neighbors. The project, presented by developer representative Jeff Spikes, is described as an 8,700-square-foot market with a 5,200-square-foot convenience store component; Spikes said approximately 20% of sales would come from beer-and-wine products and that the developer will invest $150,000 in a deceleration lane approved by LADOTD.
Residents who spoke at public comment and during the appeal hearing raised concerns about the proliferation of alcohol-selling outlets and neighborhood safety. Angela Washington told the council, "We are literally oversaturated," and urged denial of the beer-and-wine permit. Planner Mister Jean explained MPC's review and noted the MPC vote was 5''to'— 1; after hearing presentations and public comment the council voted to uphold the MPC decision by a 6'vote. The council and several members noted traffic mitigation measures and spacing rules for alcohol sales had been considered by MPC.
