Silsbee ISD authorizes TEA complaint after board finds certified employee abandoned contract

The Silsbee ISD Board of Trustees voted on Aug. 28, 2025, to adopt a Resolution Regarding a Certified Employee's Abandonment of Contract concerning Vernon Wiggins and authorized the superintendent to file a formal complaint with the Texas Education Agency and the State Board for Educator Certification.
The resolution, adopted by motion of James de Garavilla and seconded by Kenneth Fisher, lays out the board’s findings: Wiggins was employed on a term contract for the 2025–26 school year; the district received a purported resignation from Wiggins on Aug. 7, 2025; the superintendent (as the board’s designee) did not accept that attempted resignation on Aug. 8, 2025; Wiggins attempted to resign less than 45 days before the first day of instruction (Aug. 13); Wiggins failed to appear for work without the district’s permission beginning Aug. 11 and on each workday thereafter; the effective date of separation was recorded as Aug. 14, 2025; and the board determined that Wiggins did not provide sufficient facts to justify the absences and did not have good cause to abandon the contract.
By adopting the resolution the board authorized the superintendent or designee to submit a formal complaint under Texas Education Code §21.105 and the applicable State Board for Educator Certification rule cited in the resolution. The motion passed unanimously.
