Andrea Williams of Texas Water Company told the commissioners the utility serves roughly 78,000 people and that "Canyon Lake provides over 0.5 of our water supply," adding that the company has halted adding new taps beyond contracted amounts to ensure reliable service for existing customers. She described investments to reduce leaks and non‑revenue water and said the company is revising its WAR and conservation tools.
Williams said the utility is exploring enforcement options and seeking greater customer engagement through advisory committees and leak detection programs. She emphasized that changes to drought contingency plans and contractual requirements for future developer contracts (for example, 0‑escape and rain capture provisions) are being considered to limit pressures on scarce supply and protect service to current customers.
