Neighbor urges independent SBOA audit after contracts paid without clear appropriation

Paul Wilhelm, a resident who identified himself with his address, urged the finance committee to seek an independent audit from the State Board of Accounts and said spending without proper authorization can produce audit exceptions and possible personal liability.
"Indiana law and state board of accounts guidance is clear. Cities cannot spend money or incur financial obligations without a prior valid authorization," Wilhelm told the committee, arguing the board of works should verify funding and authorization before approving payments. Wilhelm asked the committee to request an SBOA audit and to assess safeguards for the parks director's use of contracts.
