Rockdale ISD board declines Senate Bill 11 prayer-time resolution, keeps moment of silence

The Rockdale Independent School District Board of Trustees voted Feb. 18 to decline adoption of a resolution under Senate Bill 11 that would establish a designated time for prayer or religious texts in schools. The motion, made by Board Secretary Amy Casas and seconded by Janice Keen, passed unanimously.
During the public forum, Laura Cullen told the board she was concerned about student rights and “unintentional consequences” should the district adopt a designated prayer time. The board’s action was formalized in a motion that stated, "Rockdale ISD will continue its current practice of observing a moment of silence." The board recorded a unanimous vote in favor of declining the SB11 resolution.
Board President Charles Miles presided over the meeting; trustees framed the decision as a continuation of current practice rather than adoption of the Senate Bill 11 option. The motion was recorded as carried 7–0.
