DPW reports strong pavement condition and ongoing bridge work; outlines 2026 priorities

Deputy Commissioner Ryan McGuire presented an extensive Roads and Bridges update, saying the Department of Public Works employs about 208 people countywide with roughly 100–120 working in roads and bridges at peak times. He reported that Orange County maintains 302 centerline miles of roadway, 147 highway bridges and 12 dams, and that the county's current average County Road Pavement Condition Index (PCI) is "89 out of 100, which is an excellent rating on the scale."
McGuire described last year's accomplishments — about 21½ miles resurfaced across ten towns, completion of Main Street Bridge No. 2 in Cornwall and several culvert replacements — and outlined 2026 priorities including replacing Bowman Bridge (Blooming Grove), Crystal Run Bridge No. 2 (Wallkill), Pumpkin Swamp Bridge construction oversight, Hubbard Road Bridge removal bidding, new maintenance garages and a planned Public Works heavy-equipment fleet wash facility in Goshen. He also summarized bridge inspection routines, dam emergency-action planning and recent equipment acquisitions.
Committee members asked follow-up questions about paving bid awards (two zones to Boyce Excavating and two to Wave Pavements with a 3% increase) and praised the county bridge crew's in-house work on recent projects. Legislators thanked DPW staff for the presentation.
