City staff say ARPA projects winding down; $2.2M remains for CIP work

Sarges told the commission that the ARPA fund balance will decline by nearly $10 million from last year as projects finish and that about $2.2 million of ARPA remains to complete work in the capital-improvement program (CIP). He said utilities and enterprise funds account for the largest CIP shares and that some enterprise projects have completed, reducing the enterprise-fund totals for FY2026.
"The other major decrease on this slide is ARPA because we are no longer we will be using ARPA after this year, so we are trying to finish all their projects," Sarges said, and later confirmed the administration expects to use the remaining $2,200,000 from ARPA funds to complete those CIP items.
Staff identified two CIP items (referred to in the packet transcript as 'Faroe' items) totaling roughly $950,000 and $1,300,000 to be paid from ARPA in the CIP; Sarges offered to provide a clearer project list and corrected packet details for commissioners.
