Commissioner Justin Ballard moved to approve the permit and Commissioner Maureen Helmuth seconded; the motion passed on a roll call vote, 4-0 (Ballard, Helmuth, Pielack, Flynn voting yes).
The approval carried a contingency requiring the installing contractor, Phillip Sign & Lighting, to "install a photometric sensor with an automatic dimmer control module to ensure luminance levels are controlled and the luminance level will not exceed 100 cd/m2 from dusk to dawn." The condition was recorded as part of the motion and is intended to limit nighttime brightness from dusk until dawn. The application was submitted by Galaxy Sign & Hoist and reviewed under the commission's sign and lighting standards for the C-1 Transition district.
