The Planning & Zoning Board recommended forwarding SEU-2504 — a special exception to allow a kindergarten at 7720 Kimberly Boulevard for ABC Learning and Growing — to the City Commission with staff recommendations, after extended questioning about traffic and capacity.
Staff told the board the building is about 4,758 square feet, the site currently has 10 parking spaces (with three more required under code) and that the facility has state-determined capacity of up to 155 children; staff noted they have not received traffic complaints for the site. “The school has the capacity to handle up to a 155 children, and it's gonna operate from 7AM to 6PM,” staff said. The applicant said current active enrollment is about 15 children and that adding kindergarten would be roughly 15 more students; the applicant described a circular driveway and staggered arrival times to reduce peak parking demand.
Board members pressed for enrollment projections, drop-off/pickup charts and whether a traffic analysis should be required before commission action. Staff said state licensing governs maximum capacity and that staff can include the arrival-staggering chart in the commission backup. After discussion, the board voted 3–1 to forward the item; one board member said they were not prepared to support the recommendation because they wanted clearer traffic projections before forwarding.
