Doctor Johnston presented the proposed tax rate of 1.0633 per $100 of property value and the math behind the state's 'no-new-revenue' calculation. He told trustees certified property values increased about 9.8% from the prior year and said that rise was driven largely by commercial property increases in the district.
Johnston cautioned that the no-new-revenue calculation can appear to show an increase even when the stated tax rate falls, because rising property values change the baseline. "In this case, the certified property values went up about 9.8% from last year to this year," he said, and the board approved the tax rate by motion (vote 7'to'0). The tax-rate motion included language referencing the no-new-revenue comparison.
